The West Virginia Community Educational Outreach Service (WVCEOS) has a strong tradition of education, service, and community development, dating back to 1914 when the first club (Farm Women's Club in Ohio County) was established. The West Virginia University Extension Service provides support to the organization through county and state faculty. Extension faculty members serve as advisors to local groups and the state board and develop WVCEOS program topics on timely issues. Program areas of emphasis include: preserving the environment, building family strengths, and increasing awareness of our global interdependence. Additional resources, by subject matter, can be found at Publications. A Memorandum of Understanding is in effect between WVCEOS and the WVU Extension Service. Prior to the start of each calendar year, the County Council and their Extension Faculty Advisor should complete the Responsibilities Agreement.
PURPOSE: The primary purpose of the WVCEOS is education.

VISION: The vision of the WVCEOS is to be leaders in strengthening individuals, families, and communities to become productive contributors to meet the needs of our changing and diverse society.

CEOS PROCLAMATION:
The writeable CEOS proclamation should first be saved or downloaded to your computer. The CEOS Proclamation can be used two ways.
1. It can be opened in Adobe Reader and printed. The customized information can then be entered by hand or typewriter.

2. The file can be opened in Adobe Reader and the customized information can be entered electronically then printed.

Please note that the e-inscribed version cannot be saved. When it is closed, it will return as a blank form ready for the next entry. The font for the inscription areas is pre-set to Script MT bold. The character number is set also. Most titles and names should be accommodated. If there is an unusually long name or title, the inscriber will have to print the proclamation (plain) and enter the information by hand. The last blank line is always to be filled in by hand as it is a signature line.
