- Welfare Reform Brief
- Arranged in reverse chronological order, are briefing documents prepared by the West Virginia Department of Health and Human Resources for agency and legislative liaison purposes. Documents include: 1) a recent Welfare Reform Brief outlining major elements of reform; 2) a brief dated February 28, 1997, discussing the state's reasoning behind withdrawing federal waiver applications; 3) Welfare Reform Brief dated November 19, 1996, outlining major provisions of reform and WV Works program; 4) A briefing paper dated October 8, 1996, on welfare reform and the development of the WV Works program; 5) an issue briefing dated August 2, 1996, on matters involving the federal waiver process; 6) a Legislative Briefing on welfare reform dated July, 1996.
- Proposed Amendments to WV Code 9-9-1, et seq. (WV Works Act)
- This is a side-by-side comparison of SB 140 (which sets up WV Works) and SB 430 (which provides technical amendments). This presents in a comprehensive manner the legislative content.
- Senate Bill 430, WV Code Article 9, West Virginia Works Program
- This is a copy of the engrossed Senate Bill which establishes and is the controlling legislation on West Virginia Works.

- This is the State of West Virginia TANF plan. It includes various attachments on certifications, funding and statutory authority
- SFY 98 TANF Implementation Plan
- This document includes implementation and budgetary information. This is the document from the WV Department of Health and Human Resources on statewide phase-in of WV Works and fiscal plans as of 3-24-97.
- Eligibility Requirements
- This outline provides a comparison between WV Works policy and the 46 counties remaining under TANF (which are modified AFDC rules). The document also provides some narrative on program changes.

- Eligibility Determination Instructions
- This ES-2 form is the application used to determine eligibility.
- Personal Responsibility Contract, WV Works
- This document details client responsibilities and includes a form for the personal responsibility contract and self-sufficiency plan. This is in draft form and will probably be modified.

- WIS stands for work information system. This is the data entry form used in the information and reporting system.

- This summarizes the major provisions of TANF, SSI, child support, food stamps and other elements.
- Summary of Senate Bill 140--WV Works
- This summarizes the major goals and provisions of Senate Bill 140 which established the WV Works program.
- Annual Work Participation Rate Requirements
- This chart lists the work participation required for all families for each year through 2002.
Data and Information
- Caseload Profile and Unemployment Statistics
- This is background information on caseloads and unemployment which will be helpful in analyzing TANF and WV Works changes. This report was just released by the Department of Health and Human Resources. Data from February 1996 are used in the analysis. The WVDHHR has reportedly had difficulties in analyzing more recent data due to MIS and data tracking problems associated with conversion to the new welfare programs.
- Estimated Participation Rates
- These are projections of work participation needed to meet the FY 1997 work requirements. They are based on 1995 data as a baseline for potential monthly variation in the welfare rolls.
- Seven-Year Caseload Trend
- This chart presents the seven-year caseload trend for AFDC and AFDC-U, from 1989 through 1995. This will provide some baseline data. AFDC-U means those families who met unemployment criteria under the deprivation factors in the old system.
