Alexander Macia
Vice-President for Legal Affairs/General Counsel

After being elected to Phi Beta Kappa and earning a bachelor's degree in political science and German at WVU in 1985, Macia spent a year as a Fulbright Scholar at the Universitaet Bonn, Germany. In 1991 he graduated with honors from the George Washington University School of Law.

Macia's legal work has included representing and advising companies in diverse industries, including energy, banking and financial services, and healthcare. His primary areas of practice are general litigation, administrative and government relations law, with extensive mediation and trial practice before federal and state courts. Before joining the WVU administration, he was an attorney with Spilman, Thomas and Battle.

He served in Governor Bob Wise's administration both as general counsel and as chief of staff, and served as the Governor’s representative on several state boards, including the Investment Management Board, Consolidated Public Retirement Board, and the West Virginia Economic Development Grant Committee. He assisted in Governor Joe Manchin's transition.

Mary Roberta Brandt
Associate General Counsel

JD, West Virginia University College of Law, 1991; B.A., George Mason University, 1998. Also studied at the University of Maryland. Before arriving at WVU in November 1998, Ms. Brandt served as Assistant/Senior Assistant Attorney General in the West Virginia Higher Education Office located in Charleston, WV (1994-98); acted as legal consultant for an 8-A computer consulting company in Phoenix, AZ (1993); clerked for the Supreme Court of Appeals of West Virginia (1991-92) and for the Department of Justice/Office of the U.S. Attorney in Wheeling, WV (1990). Prior to attending law school, Ms. Brandt worked for International Union of Bricklayers and Allied Craftsmen in Washington, DC and Honeywell Federal Systems Division in Fairfax, VA, where she held such positions as shop steward, programmer, system’s analyst and editor/consultant. Ms. Brandt served as WVU Interim General Counsel from July 2001 through June 2002.

Beverly D. Kerr
Associate General Counsel

JD, WVU 1983; BA, WVU 1969; Also studied at Ohio State University and Utah State University.  Ms. Kerr joined the General Counsel's Office in 1993.  Before coming to WVU, Ms. Kerr worked for Jackson & Kelly (1987-93) and Ball & Dinsmore (1983-87).  Ms. Kerr's office is located in the Health Sciences Center.

Shea Richard Browning
Assistant General Counsel

J.D., West Virginia University, 2002. Before joining the General Counsel’s Office in 2005, he served with the WVU Office of Trademark Licensing Services from 2002-2005. Prior to that position, he served as a student worker in the WVU Office of Institutional Advancement and the President’s Office from 1999-2002. Mr. Browning’s areas of focus include West Virginia Freedom of Information Act, Intellectual Property and Employment Law.

Gary G. Furbee, II
Assistant General Counsel

Mr. Furbee began his legal career in 2003 as a private practitioner working with Berryman Law Offices in Morgantown, WV.  Beginning in 2004, at first on an interim basis and later on a full time basis, Mr. Furbee began working for WVU’s Student Legal Services as the Attorney for Students where he provided legal counsel to the student community at large.  In early 2007, he left WVU and became West Virginia State Counsel for one of the country’s top title insurance underwriters, Old Republic National Title Insurance Company. In March 2008, Mr. Furbee returned to WVU in the General Counsel’s Office.  Mr. Furbee is licensed to practice law in West Virginia and in Pennsylvania.  He earned his B.A. at WVU (December 1999) and his J.D. from the WVU College of Law (2003).  During his third year of law school, Mr. Furbee was a Legal Graduate Assistant in the General Counsel’s Office.
