Ed Brown, SREB FellowWhat is the Southern Regional Education Board's Doctoral Scholars Program?
The Southern Regional Education's Board's Doctoral Scholars Program, which enrolled its first class in 1993, works to increase the number of minority faculty in the 16-state SREB region by encouraging ethnic minorities to pursue doctoral degrees and become college-level teachers. SREB member states are Alabama , Arkansas , Delaware , Florida , Georgia , Kentucky , Louisiana , Maryland , Mississippi , North Carolina , Oklahoma , South Carolina , Tennessee , Texas , Virginia and West Virginia . The SREB Doctoral Scholars Program is part of a national alliance, the Compact for Faculty Diversity. The Compact is made up of partnerships with other regional, federal and foundation programs that stress strengthening minority graduate education.

The West Virginia Minority Doctoral Scholars Program
The West Virginia Minority Doctoral Scholars Program, administered by the West Virginia High Education Policy Commission, operates as part of the Southern Regional Education Board's Doctoral Scholars Program www.sreb.org .

The West Virginia Minority Doctoral Scholars Program shares the mission of the SREB Doctoral Scholars Program; however, it should be noted that it is the intention of the West Virginia initiative to retain scholars to teach within the West Virginia higher education system.

The Award
The Minority Doctoral Scholars Program Award offers students a three-year package of support. Each year, the scholar is awarded; (1) a waiver of tuition and fees; (2) an annual stipend of $15,000; (3) $500 annually for books and materials; and (4) expenses associated with the Minority Doctoral Scholars Program annual meeting. Additional support for up to two additional years will be administered jointly through the institution and Dean of the college that the scholar attends or may be negotiated on an individual basis.

To Apply
To apply for the Minority Doctoral Scholars Program, submit the following: a completed Higher Education Policy Commission application; a letter of interest that includes a statement of career goals; a copy of the graduate school application to which you have applied; the name of the graduate department and specific field of study; undergraduate and graduate transcripts; test scores (GRE, GMAT, etc.); an academic resume; and three letters of recommendation. Applications can be obtained through the Office of Social Justice in the basement of Stewart Hall or in the Office of Graduate Education, 201 Stewart Hall.

Eligibility Requirements
Ethnic minority students who are U.S. citizens or eligible non-citizens (including African Americans, Hispanic Americans, Asian American and Native Americans) and hold or will receive a bachelor's or master's degree from a regionally accredited college or university are eligible to apply. The program particularly encourages any applicant who seeks a Ph.D. in fields with the least minority faculty representation (science, technology, engineering or mathematics).

Each student must apply to at least one approved Ph.D. program in a participating college or university before becoming eligible to apply to the Minority Doctoral Scholars Program.

The Minority Doctoral Scholars Program is not designed to support students pursuing professional degrees, such as the M.D., D.B.A., D.D.S., J.D. and D.V.M., or students doing graduate work that leads to the Ed.D.

Students currently enrolled in a doctoral program are generally not eligible for the Minority Doctoral Scholars Program. However, these students may qualify for the SREB Dissertation Year Fellowship.

The Dissertation Year Fellowship
A limited number of single-year fellowships are available for doctoral scholars who have reached the dissertation stage. These fellowships are available only to minority scholars who plan to become full-time faculty members upon completion of their doctoral program.

Applicants must meet the same eligibility requirements as Doctoral Scholars Program applicants and must have completed all program requirements, including successful defense of the dissertation proposal. Applicants also must be able to devote full time to completing the dissertation.

Each Dissertation Year Fellowship recipient receives a one-year stipend of $15,000; a waiver of tuition and fees; a small stipend for research expenses; and expenses associated with attending the Doctoral Scholars Program annual meeting.

Graduate Students may apply for the Dissertation Year Fellowship by submitting the following information to Jennifer McIntosh's office (see above for address): an SREB Doctoral Application Form, a letter of interest, including a statement of goals to become a faculty member; graduate transcripts; full curriculum vitae; a one- to two-page summary of the dissertation topic; and three letters of recommendation. Copies of original documents are acceptable.
