1. Locate the rule in the CSR.
2. In the Table of Contents and User Guide volume of the CSR, look for the title or agency in the Cross Reference of Rule Monitor Title Numbers and Agencies.
- If the title or agency does not appear on the Cross Reference table, the rule text in the CSR is currently in effect. STOP!
- If the title or agency does appear in the Cross Reference table, proceed to step #3.
3. The Rule Monitor is organized alphabetically by agency name. Look for the agency, then the title and series number.
- Does the rule have a final file date and an effective date? If no, proceed to step #4.
- If the rule does contain a final file date and effective date, contact the Secretary of State's Office at (304) 558-6000 for the text of the new rule, or visit their web site at http://www.wvsos.com/csr.
4. Look in the current issue of the West Virginia Register (issued weekly). Rules are organized alphabetically by agency, then by title and series. The West Virginia Register is kept on reserve at the circulation desk.
- Does the rule have a final file date and an effective date? If yes, contact the Secretary of State's Office at (304) 558-6000 for the new text of the rule, or visit their web site at http://www.wvsos.com/csr
- If the rule does not have a final file and effective date, the text of the rule contained in the CSR is still currently in effect.
