What is the Division of Planning?
The Division of Planning is comprised of Budget Planning, Institutional Research, and Treasury Operations.
Some of the functions of Budget Planning are:
- Developing the university's current and long term budget plan
- Maintaining budget policies
- Performing budget analyses consulting with budget managers throughout the institution
- Supporting the Budget Planning Committee
- Conducting studies drawing on an array of financial and non-financial information
- Allocating available resources through annual budget preparation
- Acting as a clearing house for external budget reports
Some of the functions of Institutional Research are:
- Providing administrative decision support in the form of collection, analysis, interpretation, assessment, and modeling of data to produce various formats of student, course, and personnel information
- Assuring the quality of information submitted to national and state level regulatory agencies, peer consortia, data exchanges, and college guides
- Assessing the impact of external factors on WVU's goals and strategic priorities
- Facilitating the dissemination of a variety of decision support tools and information to senior administrators
- Sponsoring the IDEAS decision support / data warehouse system
- Supporting enrollment management initiatives
- Providing personnel human resource research services to senior administrators
- Performs forecasting, monitoring and managing of cash to insure adequate resources exist to meet the obligations while identifying opportunities to invest excess cash and generate additional revenue from prudent, safe investing techniques
- Determines and implements the appropriate debt structure for the University as it relates to the Master Plan and other strategic initiatives which includes managing the relationship with the bond rating agencies and managing the internal loan program.
- Performs critical finance functions, related to investments, debt and cash. These include, but are not limited to, accounting, reporting, and analysis to support senior management decisions and internal and external reporting requirements
- Manages all banking services and relationships to include banking contracts, acquiring banking services, implementing controls, providing access to online banking, providing guidance and training on implementation of new services, etc.
- Performs operational activities including treasury accounting, bank reconciliations, "central owned" cash reconciliations, unclaimed property, etc.
- Liaison with external banks, State Treasurer's Office, State Auditor's Office, and Investment Managers.
